'Good behaviour' prevents release of 2 prisoners

ANKARA - The release of Ebubekir Yulu and Hüseyin Bilecan, seriously ill prisoners of 30 years in Kırşehir Type S High Security Prison, was postponed on the grounds that they "did not behave well".
 
Ebubekir Yulu, a 30-year prisoner held in Kırşehir S Type High Security Closed Prison and on the list of seriously ill prisoners of the Human Rights Association (IHD), shared that his release was postponed for 6 months. Yulu, who sent a fax to Peoples' Equality and Democracy Party (DEM Party) Deputy Serhat Eren, stated that he was supposed to be released on January 30, but his release was blocked by the Administration and Observation Board on the grounds of "not being of good behaviour".
 
RELEASE OF TWO PRISONERS WAS POSTPONED
 
Yulu stated that there was no disciplinary punishment and that the "period evaluation score" given by the board was above the determined threshold, but despite this, he was not released. Noting that the next evaluation about him will be made after 6 months, Yulu stated that the release of Huseyin Bilecan, who is in the same prison, was also prevented.
 
Yulu stated that he had a cyst in his kidney and that he suffered from a herniated disc and explained the violations they experienced. Yulu said that they were subjected to an oral search while being taken to the hospital, the drinking water was contaminated with lime and the purification system was broken.
 
WHY IS IT CONTRARY TO THE CONSTITUTION?
 
DEM Party deputy Serhat Eren, applied to the Parliamentary Human Rights Investigation Commission (IHIK) and stated that the decisions taken by the board were "unconstitutional".
In the application, it was requested to identify the prisoners whose release was prevented and to examine the details of the reports given by the boards about the prisoners.
 
The following demands were included in the application:
 
"* Establishing a sub-commission within the Prison Sub-Commission to examine these reports,
 
* Examining the contents of the management and observation board reports and evaluating whether they contain arbitrary, subjective or abstract evaluations and whether they are suitable for auditing,
 
* To take initiatives before the Ministry of Justice to abolish the Regulation on Observation and Classification Centers and Evaluation of Convicts,
 
* Initiatives must be taken by the Ministry of Justice to release political prisoners who were unjustly and unlawfully prisoned from their freedom by not giving a good conduct report,
 
* Examining the reasons given for postponing the release of ill prisoners Ebubekir Yulu and Huseyin Bilecan, who are the subject of this application, and meeting with Kırşehir type S prison administration to prepare a report by evaluating their subjective conditions and visiting the prisoners,
 
* Taking the necessary steps to ensure the treatment of ill prisoner Ebubekir Yulu,
 
* We demand that work be carried out urgently to solve the water problem in Kırşehir type S prison.”
 
Eren also submitted a parliamentary question to the Parliament, requesting that the Minister of Justice Yılmaz Tunc respond to the violations.
